The Australian Federal Labor Government, which was elected on 24 November 2007, has a “plan” to force all Australian ISPs to implement server-based filtering systems to block access to “child pornography”, “X-rated material”, “violence” and other “inappropriate” material on a blacklist compiled by a government agency. Labor says the objective of the “plan” is “to ensure that children are protected from harmful and inappropriate online material”.

“By the the second week of January (when the widespread unpopularity of the plan had become apparent), reportedly Senator Conroy was declining to speak with journalists on the topic. As at 20 February 2008, no further detail has been forthcoming.”

The Government’s reference to “prohibited” content and “ensur[ing] that children are protected from harmful and inappropriate online material” suggests their intent is to extend the ACMA blacklist to material that would be classified R18+.
